It means that when you abstain you are just voting no but really slowly. So yes you are supporting your questionable comm if you abstain a mutiny. Vly... that basically is the case at the moment.
More than 50% of the total team has to vote yes, or it doesn't pass. That's the point, people who abstein are either incapable of using their keyboards whilst flying, and thus should be beaten with a nail filled stick; or are sneakilly doing something else in the time taken - in which case they may as well vote no, and then call another vote once they're done.
It'd be funny if Allegiance just auto booted anybody who doesn't vote. I'd vote for that...
