What Error Message:
ASGSClient.exe - Application Error
The application failed to intialize properly (0xc000007b). Click on OK to terminate the application.
Comments: uninstall allegiance, used dotnetfx cleanup tool to remove all .net framework versions, installed .net 1.1 and SP1, restarted, installed allegiance, restarted. nothing worked.
I tried what the wikipedia article said and it didn't work, I searched the forums and nothing.

I didn't notice you saying anything about installing/re-installing the C++ runtime library...
the computer is brand new. I guess i could use my old computer, the specs are good enough and it hass alll the runtime files.
What you are saying is extremely odd... Do you have any software, that uses .NET or .NET SDKs? Any Visual Studios or somesuch? Have you installed the frameworks in directory other than default?

This solution is for JetChambers only. Please do not use this method just because you've received the same error message he did. Again, this solution is for this specific case.
Uninstall net framework and any service packs then run the net clean up tool then follow these instructions:
Download these files:
dotnetfx.exe
NDP1.1sp1-kb867460-X86.exe (service pack 1)
rename the NDP1.1sp1-kb867460-X86.exe to dotnetfxsp1.exe
Create a folder on the C drive called "temp" (without quotes) and place these two files into that folder.
Goto "All Programs / Accessories " from the start menu and RIGHT click "Command Prompt" and select "Run as administrator".
You should now see a black window appear with a cursor blinking. Type in "cd\temp" (without quotes) and hit enter.
You should now be at the C:\temp directory, from there type the following lines (copy and paste works too if you have typing errors) and hit Enter after typing each line. When you type the first line, it will ask if you want to install framework, say YES, this won't really install framework but will instead create the installer we will use.
Type these lines and hit Enter after each line......
dotnetfx.exe /c:"msiexec.exe /a netfx.msi TARGETDIR=c:\dotnet"
dotnetfxsp1.exe /Xp:c:\dotnet\netfxsp.msp
msiexec.exe /a c:\dotnet\netfx.msi /p c:\dotnet\netfxsp.msp
once you have completed the above, close that command prompt window and navigate to the new dotnet folder that was created on the C drive. Inside the dotnet folder is a netfx.msi file, RIGHT click netfx.msi and select INSTALL.

P.S. You can delete the temp and dotnet folder on the C drive after installation.

did you by chance install vista service pack 1? or framework 3.5?.....if so, they're incompatible and need to be uninstalled.
If the visual C was improperly installed, you'd not get any error at all, it just wouldn't launch. That error you're getting is a framework issue.
I hate to send you through all this again, but try it this way. Install everything once again even though it doesn't work. Then from control panel / programs and features ...uninstall the framework and the visual C++ but don't uninstall allegiance.
Then navigate to C:\program files\microsoft games\allegiance and find the uninst.exe file and uninstall allegiance using that file.
Reboot into safe mode and run the net framework cleanup utility.
Then reboot normally and do the framework installation using the msi file you created in the dotnet folder from the above post. Then reinstall allegiance with the visual C++, only this time, install allegiance into a different folder like C:\Program Files\Microsoft Games\AllegianceFIXED.
Keep chiming in, we'll get this solved.
