I have a Logitech Wingman and I have the same problem. Thing is, I remember having this problem with allegiance before but its been 8 years since I played it so i've forgotten how I solved it.

Oh well.....time to trial 'n error!

Okay, I finally figured it out. From default install, select the hat for "Hat as Buttons" and delete any "Roll" assignment from the joystick profile. Then scroll up to the Keyboard Commands, select left hat for roll left and right hat for roll right.....at least that's how i prefer things.

So the original advice was correct, the hat has to be set as buttons.
