That's true only for the posting times themselves, not for the times given inside postings for quoted text.

Example from a recent thread:

When Tallon responded, the quote time got fixed to his timezone. So no matter who looks at the quote, the time will always be 04:30 AM in the quote bar, while the original posting time (above) will be displayed in the timezone set on the UserCP of the viewer.
