how are you editing the texture files?
You can't just take a bmp and rename it bmp.mdl, you have to use mdlc (with mdlc_master_bat-1 for pretty user interface). It sounds like mdlview isn't finding the texture and displaying white instead. Allegiance stock ship and station textures are all 256x256 but supports up to 2048x2048, as does mdlview.
You also can't take fig03bmp.mdl , rename it fig04bmp.mdl, and get it to show up on the fig04 model, the file name is embedded in the fire and you have to use mdlc or something to build a new bmp.mdl file.

Not really too sure what is going wrong for you, but every time in the past that MDLC did not work for me it was found to be user error (on my part), every time. Just keep in mind that sometimes when you process larger bmp.mdl's with MDLC they can take quite some time to load onto the model in the viewer.

how about this: was your original texture in 16-bit or 32 bit color? The original mdlc prefers to work in 16-bit, sometimes when you try to put 32-bit files into it, the alpha channel confuses it.
