I'm not sure what difference you want to emphasise between this page and the Learning Guide. To quote your rough guidelines:

Leave room for descriptions of @Cadet, F1, ACS, Training Missions, Newbie Servers, AllegAcademy etc here. Most of this should be covered in depth at the Training Zone section. Keep descriptions brief and link to a section of the Training Zone for more info.
The main point I, AEM, want to make here is just to show players just how much stuff is out there to help them learn.
I've had a go at the Learning Guide, here. Usually though, "skill" is used to covertly mean "match the game exactly to my level of competence." Anyone who is at all worse than me should fail utterly (and humorously!) and anyone better is clearly too caught up in the game and their opinions shouldn't count.
