Yeah... they're pretty much unbeatable in large games. Also in really small games they dominate.
Skycap used to not be that badass, if I remember correctly... maybe it needs toning down or something... I don't know.

Problem now is the skycaps actually do hit since noir doubled the speed of the projectile, perhaps knock the speed of the projectile back to normal so theres at least a chance they might not hit you.
EDIT: You also might want to loose either the missile or the forward Mini - AC. That should help them scale.

Easy way? Give them AC instead of SC, until people get the SY. SC is capital ship tech and should have to be researched. They would place them on the level of bombers in power, which makes sense early in the game (where they are intended to be used).

Gunships are not overpowered, they just need to be made part of larger investment.
Tie them to a tech base, meaning you need to buy a tech base before you can research them with the only exception being Bios.
