idk if all of this works in ICE or if it'll be accepted by the community but here's the idea...
- Cannot research tech or ships, tech must be stolen/found.
- All retrieved tech from all factions is available in garr.
- Only one ship available but can load everything found.
- Ship starts with low sig, strong hull and low speed.
- Ship has six gunmounts each pointing a different way (up, down, left, right, front, back). maybe not do-able.
- Weak and short-ranged energy weapon unique to faction is available at start.
- Starting weapon does minor damage to all base's+tele's shield and hull.
- Ship rotates slowly, but strafes at same speed+accel as forward thrust. (might cause lag-jump issues).
- GA's are available for $1.
- Paydays are $1.
- GA research time is long but effect is large.
- No bases or teles.
- Miners have no yield, but can be ripped to and have alot of energy.
- Every ship is a rip including pods.
- Garr has weak shields with long recharge and very strong hull with no recharge, the idea being it would take several bomb runs to kill it, thus avoiding a bomb-rush issue inherent in not having defensive tech.
it also needs a good name. 'Borg' won't do cuz strict TNG Borg isn't do-able. I'm thinking something like 'The Collective' or just 'Collective' but maybe there's a better one out there. Maybe 'Grub' would be good (Borg backwards... almost).
that's all i have rite now though there's likely more issues with something this radical than i can think of, so any ideas/criticism would be much appreciated.

the only thing that cannot be done is directional weapons(everything goes forward)
I really like the idea, but they should have some kind of economy(so that tac isn't a horribly bad choice against them)

Your opponents would counter the entire faction by only getting minimal tech

yeah, but how would the opponent win the game? they'd have to get some kind of game ending tech which would then become stealable should the first game ending run fail and it most likely will fail due to strong garr hull.
