Don't forget that the actual ram will dish out some damage as well.

no one said it had to be found under exp.

It doesn't even have to be for a 'traditional' core or faction, I'm just listing a way to achieve a unique effect for anyone that might be looking for such things.

if you have to do it, how about a 1 shot weapon, uses an entire rack of ammo, is a 1 hit kill to a hvybbr, trick is, the projectile is slow as all hell.

For ramming ships you'd have to have exquisite timing though. Just before the ram and you missed. Just after the ram and you missed. (If you are going at high speed this gonna be hard to hit) which is a good thing.
