just installed Allegiance and get error message

The application was unable to load a required component: d3dx9_41.dll.

I tried update/repare critical files.

I get this error message when I try to open the FAZ:

"The ordinal 11 could not be located in the dynamic link library DSOUND.dll."

I have tried uninstalling and reinstalling.
