This is not an official changelog but I'll try to be both comprehensive and readable without just throwing numbers around... from most important/general to least important/most specific:

1) Dreg and TF ships use new hitboxes which are easier to hit.
2) 20% mass reduction and 11% thrust reduction (for better boosted speed) for fighters.
3) Better (but not OP) snipers, more range/less consumption for Sniper 1, more damage for Sniper 2.
4) Mini shields for tac: lower sig, lower HP, higher recharge rate. The idea is you keep them on all the time except for exceptional circumstances (don't try to sneak through alephs with them, or charge bombers, obv - but they should be kept on for general combat)
5) EWS 2 range increased to 650, EWS 3 increased to 800. These are BEFORE the sup 21% sensor boost, so you are looking at 968m sensor range for EWS 3.
6) Rix heavy scout loses extra prox capacity and miniAC, gets a second gat instead. All are rip-capable as other scouts.
7) All free Rix std/adv/hvy scouts can be ripped to, but only by std/adv/heavy scouts, enh. figs and adv. figs. Scouts recharge energy very slowly, unless you activate the charger by hitting K(cloak) key, which will increase the signature sky high.
(End result: better for bigger games, worse for smaller games.)
8) 25% slower skycap projectile speed (so they are worse at high deflection angles)
9) MiniAC dispersion lowered so heavy scout turrets/omicron guns etc are more effective.
10) Smaller omicron scout, reduced Omnifig mass and heavy cloak capability for Omnfig.
