a good strong knowledge of each squad, their players and the strategies often employed by those squads.
a good "radio" quality voice and the ability to be interesting, funny, etc without a script
good enough 'net connection to observe the game real time
good mic for high quality audio

I don't have a radio quality voice for sure but I may meet some of the other criteria... color commentary so to speak...

Yo I have a livestream setup already, ustream shouldn't be too difficult

If you wanted an actual live stream that is

Biggest problem is lack of an Observer capability to see everything on the map

That's why you have one commentator on each team, and then you can see everything.
