Not if it keeps the boards free of auto-infecting keyloggers hidden inside of .jpg files, it's not.
I'm just used to most boards simply banning .ru e-mails for registrations alongside of a long list of disposable single-use sites.
It's not really a matter of which country it is, it's a matter of heuristics and for years now, gigantic portions of automated message board scripting has gone through .ru domains due to their lax levels of e-mail registration security (so it's easy to automate) and the amazing difficulty of prosecuting offenders via russian law, whether they're actually IN Russia or not.

Yes, .ru is banned. When spam was particularly bad around a year ago, we collected all of the spam URLs and checked them out. 95% were from .ru, so we banned. Like MadP said, nothing good comes from the Russian TLD.
