Also the downloads section should include MDLC, should it?

To avoid these broken links and since mdlc.exe is part of Allegiance build, best way is to include it in the AutoUpdate every time Allegiance.exe is updated. This way it'll be always in sync with current release (see why it should here, last line).

So you should ask an admin to publish it in the AU and update the Wiki accordingly.
