The issue with that, though, is that they don't actually buy much starbase tech, and what little they do buy is bought very late in the game if they still have cash left after buying tp2 figbees. Usually people don't even start the garr upgrade until they've got adv figs with galvs, and by that point in the game there's no need for any garr tech except bbrs (as a prereq for figbees/SBs), tp1 (as a prereq for tp2), nan2 (if for some reason you haven't picked it up by then), and adv/hvy scouts (safe and useful thing to blow money on when you've got nothing important left to buy).
Regarding Speed GAs, it's a tough thing to place because Sup and Exp don't
need more good GAs, and giving it to Garr or Starbase would respectively make it too easy to get or be an unnecessary Bios buff. Giving it to Tac looks like a reasonable idea at first glance, though I haven't thought about it deeply.
