I posted this in reply to a post in bugs and suggestions, but I thought I should also post it here.
Trend Micro have done a lot of research into the problems experienced by gamers with the latest batch of security suites etc. Seemingly they have discovered it is a problem with the Windows Common Firewall Driver (CFD).
Microsoft have now released a hotfix for the CFD. It is available here:

I don't think it has been incorporated into windows update yet.
