Ok it would be really useful to make a force game-end feature because it is silly when you are trying to draw and half of your team are bunch of beginner who don't know the word ''Draw'' nor ''Resign''

.
Either make a Force draw/resign made by the comm or make a feature which let only a few people(experienced) decide.

If you really, really want out of the game, and your team won't resign or draw, just leave. Even if you're the commander. It's that simple. There is no reason to take away the existing egalitarian system. Giving the comm (or worse yet, the "vets") veto power is just plain wrong and will lead to all sorts of trouble. Letting a bad game drag on is the lesser evil here.
Seriously, it doesn't take new players long to figure out what Resign and Draw do. Usually, they don't vote Y because they're having fun, even if you're not.
One thing I think WOULD be worth doing (and has been discussed before) is fixing "abstain" so that it really means your vote doesn't count, instead of making it an implicit NO. That way, people who don't care or don't bother to vote don't slow things down for those who do care.

Erm, no way. We have a rule against the commander booting people to force a resign. There was a reason for that rule: so a pissed-off commander can't just force a resign to get back at his team for a real or percieved slight, in response to a mutiny proposal, to ruin a game, or some other, similar reason. Implementing this would make that rule worthless, and make that sort of behavior almost acceptable. Picture this:
Two newbie commanders are having a newbie game. Newbiecomm1 made a mistake and is losing because of it. Veteran1 joins Newbiecomm1's team.
Veteran1: Make Me Commander!
Newbiecomm1: Affirmative!
Newbiecomm1 thinks that Veteran1 might be able to save the team, so he hands over command.
Veteran1: Heh, heh, heh...
Veteran1 forces resign and leaves.
However, making Abstain not count as a vote is a good idea. Also, maybe not allow anyone with an -4 tag to vote on Mutiny, Resign, or Draw?
