Doesn't that mean it "tends towards one"?
Or just "sigma decreases until it settles towards approximately one"?

Sarge is having problems with his internet connection. I've pointed him to here and here's his partial reply:

The 'Dynamics' variable is 25/300 (0.08333...) and prevents sigma from reaching zero (a sigma of zero would prevent a player from receiving *any* Mu updates).
