The repeated Check-ins appear to be me repeatedly trying to connect.
When it was working (before my hiatus), it wouldn't ever take more than 5 seconds (literally) on a worse connection. I tried to connect on 5.5 MBPS on 3 bars, whereas I connected on 2.0MBPS with 2 bars before my hiatus, so it is not connectivity.
