Hmmm, I read this post and I wonder why no one pointed it out:

The 90% hull on phoenix is actually a normal hull. The MS devs though that it took too long to kill stuff in early allegiance. Instead of making weapons stronger or manually lowering the hull of every single ship in the game, they just lowered the normal hull to 90% as a faction modifier.

lol, i never bothered to check, pnx do have the normal 0.9 modifier for their hull.
their ships have the same hull as everyone else, and even though they use their own hull types, they have the same dmg modifiers for all guns (except nan obviously).

...so saying pnx ints are weaker than other factions IS A LIE!

their bases do have weaker hull than normal though (0.9 where as for bases 1 is normal)
