...not only am I not sure of where to post this, I'm not even sure of what I'm asking.
Now that ELOs have been reset, is the balance patch is also being implemented, or is it already in place?

...just curious, why reset elo if that patch isn't implemented? Won't people again be able to progressively move their elo upwards as happens now just by joining the stacked team? Or is it going to be reset again at the implementation of the balance patch?

There have been many changes to Elo since it was first implemented. There were a lot of errors and such that affected peoples' Elo. Now that's it's less prone to error, it is reset. I assume once people have plateaued again, the balance patch will be implemented.

...it seems to me, if it's fixed as you say, why wouldn't people plateau naturally?
That being said, I personally can't see how it being fixed will allow people to plateau (if you ask me, the old elo seemed just fine, I had no complaints, what I was looking forward to was the balance). If you're on the winning team, you gain points, if you're on the losing team, you lose points. If you're on the winning team more than you're on the losing team, your elo will continue to go up, and up and up. Is that different from what it is now?

yes, because some people had horribly wrong ELO. You had many top vets with ELOs in the inter sector, and many voobs with very high ELO. So the ELO predicion was $#@!ed up, and thus did not award points correctly. This made the whole system diverge instead of converge.
Now that it's reset, we can see if it'll work, or if we'll once again see shiz running around with an (8)

...ok, I'm going to try one more time. If the balance patch isn't implemented at the same time as the elo reset, then people who join the stacked team will generally gain points quickly while those on the non-stacked team generally lose points quickly. How is that any different than it is now? Even if it's all leveled out now, it won't take long for the people who prefer to always play on the winning team to raise their elo significantly.
Although, frankly, I really don't care that much about it. I was just curious as to the rationale because I don't understand the reason for implementing one before the other.

But an autobalance button would not prevent this problem greator, since the autobalance would also see everyone as equal.
What you're referring to is a problem deeply rooted within ELO, and has nothing to do with this particular reset.
