NOTE: Back up your reg first!
Disable Turbo in "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Creative Tech\Emu10kx\DriverSettings\Wave\Pin#00000002" Set it to 0,

This should help solve those crackling and pops in allegiance. I haven't noticed any while playing after doing this. And this should help with other games as well.

I researched this problem for WEEKS at a time and never came across this.
Could it really be so simple? DrB... are you serious about this?
Maybe I can turret again...

Well. I haven't heard it since I did it. It also solved a problem with another game tending to have sound stutters sometimes too. (Fable:TLC)

This disables some sort of PCI Turbo mode yes?

Well I changed it and rebooted, and I'm still running fine ingame.
I haven't had a chance to turret yet though. That will be the real test.
My biggest hope is that it has gotten rid of the "russian roulette launch" I get sometimes. About 1 in 100 launches my game freezes up during the launch animation with the same symptoms as the turret crash. Video freezes and sound loops the last 1s indefinitely. I power down and reboot.

actually, I changed the registry in the way you recommended, and it does work up to a certain point. Now I can have hardware accel on with HQ, need to switch back to software mode only for turreting.
