I just wanna know the specifics of miner management
1. Where do miners dock at? Is it just garrisons and refineries? Do tech bases count? Do Outposts/ Special refineries count for He3 collection.
2. Do IC miners rip if its the shortest path? Will they automatically rip if in danger. Is the only other way for other faction miners to escape danger to run/ dock at bases? (If so, which bases can they dock at?)

1. Miners offload he at refs, garrisons and ops. If the faction has no refs, IC, GT, then the miners can offload he at techbases. Miners of the ref factions can dock at the techbases for upgrading to enh or adv but can't unload he there and also I believe there is a bug that makes them empty after the upgrade even if they were full before.
2. IC Miners are dumbasses, even more so than any other miners. Yes they will rip if its the shortest path, hell they wil even go thru the enemy home sometimes. A miner will start ripping when it spot an enemy/is under attack, however when its hull get damaged enough and their is a dockable base in the sector it will abort the rip and run for the base, getting itself killed in 95% of the cases. All miners can escape danger by having proper d at all times, hard to get in pickup games.

To clarify, miners will flee at eyeing an enemy ship if there is no friendly ship in sector. If there is a friendly ship, it will wait until it is hull-damaged to begin to flee.
In addition, miners are like kittens - once bitten, twice shy. If a miner has ran once, been saved, and ordered back to the rock after being nanned to full hull, it will run at the first hint of trouble, no matter how much D is babysitting its retarded fat bottom. Only docking it resets its coward meter.

Can you command-baby sit the miner -- just keep hitting the mine he command and force it back to do what you want it to do?
Also, in pu games, do many commanders delegate miner handling -- or do the successful comms just manage their own miners?

Yes, but it's a PITA.

Depends on the Commander, and the size of the game. Some will delegate miner D, some won't. Once one understands the miner AI, they can tell it to mine almost without too much micro-management.
