Grim, GOD Core does exactly what you are wishing to do I think... GOD = "Good Ole' Days".
Where Pook strives to stay as close to 1.25 as possible with PC, seeing as people were nostalgic and it is so close to original Allegiance, GOD strove to take the best that OLD school allegiance plus had to offer.
GOD core takes Alleg+ R7 and fixes the obvious things people hated (bios speed nerf, among a couple of other things). I have the core and a readme file on a cd somewhere around here.
Basically, Alleg+ R7 is the core that we ended up playing for over a year at one point in what I think of as the glory days of FreeAllegiance, and I think the core was pretty darn balanced except for a few quirks (which I tried to address).
What you'll get out of GOD is the original MS released factions and Dreg, and none of the new tech that people probably don't realize didn't exist before DN-- nor any of the weird ass changes in the more recent A+ releases (Helium Yield upgrade in SY?!).
If that's the gameplay your striving for Grim, and you think 1.25 is a little too unbalanced, send me a PM and I can give you the core and the readme so you can take a look and see if its something you want to run with. (You can feel free to change the name if it bothers you).

The thing is, some people think A+ was fairly balanced in its mid-releases, but then after a little too much micro-managment strayed too far from a "balanced allegiance" to a "balanced spunk's vision of gameplay".
Grimm... I had 3 different places where GOD core was located, and all three places have died or are missing. I am sure that someone has the core though, it was on autoupdate once upon a time.
