This is more of a place holder. I am too busy to try to load Vista on any machines here.

The big issue, in my mind, what permissions changes will we need to make to the registry to get Alleg to work. It may work fine, but I wanted to know if anyone had tried it and what their problems were/are.

No issues.

Install .Net framework 1.1, Vista will complain that it's not compatible. That's because you need Service Pack 1 for .Net 1.1 (which will also complain that it's not compatible due to MS's error).

Once you get past that, you install and play.
