I believe when you swap cloaks you might get eyed for a very brief moment, unless this was fixed recently. Is that what you're talking about?
Generally I've had decent luck with just using hvy cloak instead of swaping. I usually just fly up to like 3000k then turn on hvy cloak, mount missiles and go to town. I usually do that as bios though, so not sure it would work well without the nice bios sig.

There are two uses of heavy cloak in regards to stealth bombing
1) To get past a camp
2) To fire missiles while uneyed
Anything else is just a your doing it wrong moment.
You can get around 20 seconds of heavy cloak with energy ga, not long enough to run up to a base, however it is long enough to launch a fair amount of missiles and with the super low sig as long as you stay at the far ranges of your missiles you remain uneyed by the base and unless the defenders have pulses or scouts you should launch 4 missiles, if they do have pulses and scouts out then more manuvering has to be done.

People do read. They also wonder if that 3k range is always Correct, since garrisons have over 3k scan range and belters SB (maybe some others, too) have over 100% sig.

You forget the sensor GAs which can $#@! up the calc as well. Starbases are impossible.
