It's not that simple at all

Depends on the goverment job obviously, but in hard times for the economy (at least in this country, especially in this hard time), you are a lot less safe in a government job than in a private one. Government job cuts have far outstripped private ones

Was trying to find year on year data, but it's hard to find, although this article shows similar.

Government funding is all about the budget. Your budget is set by powers largely outside of your control, and you do what you can with what you get. There is a lot of pressure, especially in the military, to use all of your budget regardless of whether or not you need it. If it looks like you are doing your job without using all the money you are getting, you can expect cuts to follow.

I have a trunk full of expensive crap like LED light kits, bizzare dust proof strapped sunglasses and goggles, (i use for snowboarding) and a cardboard box filled with uniforms i never even bothered to get tailored or have rank or wings sewn on. We were issued leatherman multitools oakley backpacks, it was like christmas when summer rolled around and our mobility department had to blow the rest of their funds.

There is that. Managing a government budget - underspend is almost as big a crime as overspend......

Tragic that it's organised that way though, in some ways.

Yes, that is one of the more insane ways of working in Local Government especially. It can be managed sensibly though, but you do need intelligent managers to do so.
