Where's the poll option to lower PP scan range a bit. Maybe to 4k. Much less drastic, and would probably tweak things in the right direction.

I think the best balancing act for the Int would be to give them light_hull instead of having their current medium_hull.

You're trying to get people to fly scouts and NAN while they D miner. Everyone knows you kill the SF first (yes, in your scout, in your average pickup game...). Otherwise you're trying to get more of the competent people on Miner D against 1-2 SFs on your team while you bomb their asses to hell.

Good luck getting people to D your miners in the first place, even against Tac. Theres a reason most team vs tac have to one miner strat it. Because the majority of their team has it's head up it's ass.
So when you find a when to upgrade Team Intelligence via a GA, then we can talk about doing some other things.
Of course this entire discussion is theoretical, since we still don't know. Are we balancing CC for SG's or for PuG's?

Why are people talking about changing pps when the real problem is how sig 3 is cheese? Any nerf to pp should happen after sig 3 gets nerfed.
