That should be about 8Mbit down, 386 up.
That is horrible. I had the option of upgrading to 16MBit down, 1 Bit up and I did not want it. I need upstream as well as downstream. With your ratio, you have just enough upstream to power your downstream...
Why do ISP do not keep a minimum ratio of 10:1... 20:1 is just mean.

Don't really agree with you there, if I can get around the max. download for my connection, there's not a lot I can do with it while i'm waiting for the stuff to download. On the other hand, a lot of servers won't spew out data at that rate, so I can still do other stuff while downloading in the background. I don't generally need to upload large amounts of data, so its probably just packet acknowledgements going upstream most of the time.
