While the vast majority of influx into Cdt II is directly from @AFS players,
1) @AFS players are encouraged to move up when they think they're ready (push 'em out of the nest). They can also be individually approached and told that they're ready.
2) Cdt II is open to everyone who's been in @AFS for a bit, or has played the game for a bit longer, or wants to take it again, or is a returning player who wants a refresher.
Yes, Cdt II is held when enough demand exists to justify it, but it does take in members from all walks of Alleg life, not just @AFS members.

Test moving prime time PUGs to 2vs2 teams.
a) 2x open spots makes wait in NOAT shorter
b) more average commander skill balance
c) even in unbalanced games you can score a partial victory defeating one of the enemy teams
d) it differentiates Alleg from all the Red vs Blue shooting games.
I think that addresses most of the problems.
