No. An obvious answer would have been "I will be 22 on Jan 1st, 2009". And in fact, that is the answer I asked for.
A less obvious answer would have been "I will turn 23 mid-2009".
A completely vague answer is telling me what your current age is, and what your age at a random date will be. You could turn 23 tomorrow for all I $#@!ing know and "22 now, 23 mid-2009" would still be a valid statement.
How old will you be on 1st January, 2009?

Usually though, "skill" is used to covertly mean "match the game exactly to my level of competence." Anyone who is at all worse than me should fail utterly (and humorously!) and anyone better is clearly too caught up in the game and their opinions shouldn't count.
