Not sure what you mean by DOTA sessions (someone else probably does), but you can join/leave games while they are in progress. Average game is 40 minutes, but some last 2+ hours. Sometimes a Belter bomb rush ends the game in about 20 minutes.
Cadet applicants are released when the Training lead (Adam4) gets around to starting a new session. They are usually posted on the front page's news. Cadet-I stuff is just reading and it's all on the wiki if you don't want to wait to get accepted into the program proper (that gives you access to a special forum and an @cdt tag).

New player here, and just (hopefully, after router and antivirus fixes) got the PC set up to allow me to join games. Looking forward to playing. I see a lot of influence from this game in 'Conquest:Frontier Wars' and 'Homeworld', but the ship control aspect is a real plus.
