There is a no-wall deal to reopen the government that has the endorsement of every R in the senate save McConnell who will refuse to allow a vote.

The Senate functions differently than the House. In the House, the Speaker controls the agenda, so if a bill has the support from every single representative save the speaker, it doesn't even come up for a vote. Whereas in the Senate, no one controls the agenda. Senators can move to consider any bill at any time and so if 60 Senators support it, there will be a vote on it. That's my understanding anyways. E.g., it wasn't McConnell who singlehandedly blocked Merrick Garland's nomination, the whole GOP caucus was in on it.
