This is one that I've compiled based (mostly) on input from this thread. I've been playtesting it a bit and it felt OK, once I retrained my muscle memory from my old one. A little bit lacking on the targeting for my taste, but newbies shouldn't mind that.

Increase: mouse-wheel up
Decrease: mouse-wheel down
Full: R
None: F

Cloak: Z, K
Deploy mine/probe: X
Deploy chaff: C
Reload: ctrl-R
