TTs would be a threat to major bases in the same way that they're presently a threat to minor bases, ie not at all.
Tier 1 tech bases have the same shield type as adv tech bases, just less of it.

I meant the same amount. And right now Ints could be used to cap Ops with TTs, but not Tech bases.

Make emp cannons do something like Cut boosters or make people unable to boost while being shot with emp. could help against galv runs. afterall EMP in effect electronic warfare. so making them do shield damage and doing something like nerfing a specified slot on a ship for x amount of seconds would be cool, however EMP cannon 1 would have 10% chance of damaging ship component and EMP 2 would have 15-20% chance. And emp mines would do shield damage and 30% chance of system failure.
Also make it that ints can only carry 1 of them and it wouldnt be too bad

I think that could work too, at least fluffwise. Missiles usually detonate before reaching their target by design, which means that there's some electronic detonating device. The EMP cannon could be shorting that device, either making it explode prematurely or simply rendering it a dud. So why not let EMP cannon do a very small amount of damage to missiles?
What kind of hull do missiles have, anyway?
