No. Partialing is what you do with factions that have long research times.
Bios - 10 Mins
TF - 6 Mins
Belts - 4 Mins
Giga - 2 Mins
IC - 2 Mins
GT - 2 Mins
Dreg - 1 Min
Rix - 12 Seconds
Bios, TF and Belts.
For Example: Say you have 5k, in 5 minutes you will get another 5k. You are bios and want to buy gunships [5k] and bombers [5k].
You buy bombers for 5k, wait 5 minutes then buy gunships for 5k.
At 10 minutes you have bombers.
At 15 minute you have gunships.
If you put 2.5k in bombers and 2.5k in gunships, then repeat in 5 minutes you have both at 10 minutes.
This is partialing.
PS partialing with Rix and to a lesser extent Dreg is a mutiniable offence.

i still dont get it, when u click on a tech, it either buys the whole tech, or it spends all ur money if it cant all be bought. is ther a partialing button ive missed?

That is called paydaying...usually when no miners, or you have nowhere to mine your only source of income is to receive paydays...thus the name paydaying...
