I'm sorry, but in my 'community' we don't use sentences like that, so I have no idea what the 'meaning' that you are 'using' is.

1)new and you don't know how to do it but want to learn, you are a newcomer
2)new and don't give a $#@! about learning, you are a noob
3)been some generous time here, still don't know how to do it, then you qualify as a voob. another prerequisite is that in the case somebody asks you if you are a vet, you respond "yes"
