-Ability to add a "request" check. If a ship/item has it checked, it would require comm approval even if the ship is free or that the player has enough money.

-Bases should be upgraded once all the pre of the upgrade is done. Right now, it only works if the last pre is unlocked by a devel.

cons can't build on empty space. Let them! (Only layers can do that) Or allow layers to lay bases

Allow for different explosions on projectiles and get rid of the hardcoded size for those.

Allow for different scan profiles.

Currently the scan behind a ship is lower (50%) than it's forward scan range. Maybe give the option of a forward scan range, side and rear as variables.
