Easy enough to test in game. Boost as far as you can with normal fuel racks, then do the same thing with only one rack, and reload the fuel every half a tank.
Some of those ints seem to have pretty good cocpit visibility. Halving their scan range would make things even more confusing.
Fully upped ints with only fuel in cargo can pretty much boost right across the common maps and then some. Kill something in a fraction of a second with your gratis clip and PU ammo/fuel. Rinse, repeat. Too much fun and too powerful. Humble opinion.
