Why the change? It's been in Alleg for years, I think it's quite a nice balancing tool in keeping the underdogs in the fight to make a comeback and it's never been a huge issue before, plenty of PUG's and SG's with it.
If you don't want to lose your expensive tech then stop exploding you cowards!
I just have a feeling of once it's gone that we will miss it, suppose it can always be trialled anyway.

I've long been of the opinion that we should try to reduce long drawn out games where it's not really much fun for either side.
I know it'd be a big pain but...
I'd rather stealing tech unlock a 1/2 price quickly researched tech option. Instead of requiring the Adv tech base.
Steal Mini2, you don't get it, but you can now buy it for 2500 and research it in 1 minute.
Or something like that. Maybe require that in addition to the Adv base.

From my perspective as a commander, tech stealing is (and should be) one of the primary drivers to pursue multiple tech paths. Sitting in the command seat, I need to determine how I feel the game is going to play out in terms of the enemies tech progression, and how early and how powerfully they are going to pressure my standing bases. That normally isn't a game winning move unless a a combination of the following are true:
#1. The secondary tech path will provide you with necessary early-mid game defensive tech to prop my team up until I bring a block busting game-ending tech to the field.
#2. The expansion of tech path gives me the versatility to deal with a wider variety of strategies that the opponent commander could employ to try to beat out my teams economy or endgame viability.
#3. The tech path will remove incentive for the enemy commander to purchase certain dominant techs (mg3, ss3, etc).
#4. The tech path will increase my teams scaling into the late game with various GA's, in combination with providing more versatility and staying power to our late game defense.
#5. Purchasing the tech base will provide me with a forward base to stop the possibility of enemy galv runs/act as a stronger forward base for the purpose of expansion.
etc.
A large portion of those interlink to being able to counter a specific enemies tech path because of the ability to use their own tech against them, or to reduce incentive for them to purchase advanced techs. "Stealing tech" isn't so much a way for me to turtle as a commander (which rarely works for constructing victories, and when it does, its normally because a team was heavily stacked and commanded poorly into a hole that they win in the late game by simply having better pilots) as it is for me a way to actively combat the enemy commanders overarching strategy, or to shore up weaknesses in my strategy.
Its a play/counterplay sort of thing, and I think it adds a lot to Allegiance.
That being said, I understand that it contributes to the ability of a team to turtle.... that in and of itself is an important aspect of Allegiance, and I wouldn't rush to judgement to do away with it either. Some of the most epic experiences I have ever participated in were losing games to teams that have turtled for three hours. Rage inducing, but brilliant. I can't imagine how pleased my opposition must have been as well.
