Banning oil is exactly the wrong thing to do for the first scenerio TA. Matter of fact you have to keep oil production above a certain threshold in order to win

The first 100 year scenario? That really helped because it only restricts the use of oil in power stations, not for transportation and agriculture I believe. I had emphasized nuclear and natural gas enough by that time to only suffer minor energy shortages, and global food production was not severely affected like it usually is.
