A friend of mine who had really good friends on the city council and more at the senior levels of the ISP almost got it, but couldn't get together QUITE enough disposable cash. (He has multi-millionaire friends and his parents have tons of cash)
Especially once he found out that it wouldn't make a LICK of difference once you got past the first hop.
