Giga Miner Capacity "Perk"
id say speed only. like ib said yield is an extremely powerful perk. speed can add a bit to the faction theme without seriously unbalancing anything

Phoenix, your numbers were off a little bit because you did the calculation backwards. Allegiance starts with a total amount of He and divides it (decimals and all) amongst the He rocks on the map. On most cores, 1.0 money = 3000 units of He. Since we can't see fractional He units on the display, adding up the rocks after the fact will give you less.
Regen is a function of how much He is currently on the rock vs how much He the rock had at the beginning of the game, so regen won't kick in until you mine the rock.

Actually, that makes my calculations correct
I said that I assumed it was 3000 units, which turned out to be correct. All my calculations were based off 3000 he being 1.0 settings.

There is a larger issue here beyond giga: all faction economy is based on miner yield, miner capacity and special mines. Sure you can "fix" giga, but you will still have intended faction economy balance fail if Scarce isn't used (and I'm sure nobody uses it). You can do better without messing with settings.
How about doubling the amount of He3 in each rock and halving the value of each unit of He3? Would that cause any problems? (I suspect it does otherwise I'd have implemented it myself.. )
If there is a problem with the above idea, you can mitigate things a lot by having miner AI fill up before returning home, rather than just mining a single rock and returning home if it can't strip out a second one, like it does now. (A sanity check could be added so the miner doesn't take another trip for 5% more ore)
