Rix heavy scouts
So... it'd be a sort of light fighter? O_o It's a fun idea, but given the nerfs you describe, it doesn't seem very useful as a distinct class. Especially if it only maintains "most" of the heavy scout fire-power even as it loses the sig, scan, and (non-boost) speed advantages (at least partially). What are the advantages of this, then? Personally I agree with Phoenix1 that including tech base cost into heavy scouts is insane and you all seem to want to do it to show how "expensive" they are.

As much as I love flying a rix hvy scout, I'll agree they may be a little overpowered and/or silly. The problem is finding an alternative to mini-AC. The main suggestion made so far has been to give rix hvy's two gatts, however this seems kind of lame since TF already does that. Such a change would reduce faction diversity which is why I don't think anyone has actually done it yet even though people have been suggesting it for years.
Here's my alternative:
1) Completely remove the front mini-AC hvy scout.
2) Make the Heavy SR scout free.

How about, just remove the Rix' Hvy Scout's turret? (For the non-SR version, anyway). On the logic that they get a front-mounted mini-AC, so they don't get a turret one too. On the one hand it cuts its firepower in two, on the other, in real terms it's not as terrible as that, since you wouldn't always have a turret anyway, and you can always just bring two scouts instead.

Also with the Mini-AC turret then it's uber deadly as the whole team can just swarm anything and overpower all but the best nanned battleships (and even then prox spam would hurt), I think if heavy sr scouts were free then I would rush rix heavy scouts.

The Rix Heavy Scout turret is pretty useless because rix heavy scouts don't carry a lot of ammo, both guns firing will drain the ammo in a few seconds, its always much better just to get another person in the scout.
