Ground buildings are built right on top of humungous resource rocks. You can pile as much resources as you want to make your power plant. Biggest things in alleg space are bases built from asteroids. The amount of mass of the asteroid limits the base size. If you want to grow it further, you need to collect more resources from somewhere away, and that's expensive. Even worse if it is in orbit, since more fuel is needed to readjust the trajectory.
