1. Try running Allegiance.exe from the install folder. You can find it if you right click in steam -> properties -> local files -> browse local files. This is unlikely to work, but it may give us an actual error message.
2. Is your windows up to date? Earlier we had someone's steam having problems finalizing the alleg install because apparently steam can't deal with an unupdated windows 8.
