yes it can

* apt-get virtualbox on Ubuntu
* Run it, install Windows XP image. I set it up with 2GB RAM and 10GB of storage.
* Configure the VM, making sure the 3D and 2D acceleration are enabled
* Exit VirtualBox
* Edit ~/VirtualBox VMs/Windows XP/Windows XP.vbox so it says <Display VRAMSize="256"
* Start VirtualBox
* Start Windows on safe mode (F8)
* Use the menu Device | Install Guest Additions
* Reboot the machine
* Download and run the Alleg installer
* Once in game, set Environments off if the textures are blank
