income rate is very important and Dreg's optimal income rate is much higher than Belters.

Look at it this way: You have to wait 'n' paydays anyway but this way you get your tech/cons researched/planted sooner. So if you do have the $$$ you have the option of buying more faster than your opponent.
Bios research cost is buffed so they get more tech/payday because of that. If the research for bios was 12 sec you'd get same amount of tech except it would come sooner if you had more money OR not later than it would normally do.

The money generated (or mined) within a time period is the same regardless of the research or ship speed (actually ship speed helps you mine and plant offloading points so $$$ is generated faster) so making cons/research slower without lowering the cost or actually increasing paydays isn't going to help your econ.

Now if it was mandatory to click "buy constructor" at the moment your constructor was planted I'd say you are right, but its not so you are wrong.
