+Edit. I read the sales pitch, a couple of things caught my eye:
"Relying more on line-of-sight and incorporating information technologies, we feel that information warfare will bring a new level of realism to the fight and help enforce the idea of team based multiplayer even more." - Sound like sig/scan?
"The newly implemented Battle Grid will give commanding units a bird’s eye view of the battlefield and scouts will be able to feed real time recon information to them. " - need I even say F3?

Usually though, "skill" is used to covertly mean "match the game exactly to my level of competence." Anyone who is at all worse than me should fail utterly (and humorously!) and anyone better is clearly too caught up in the game and their opinions shouldn't count.

There's nothing wrong with F2P inherently... only when you combine it with a desparate or unscrupolus developer and a game which caters to people who are stupid or lazy.
The last bit is critical: if the players are lazy and stupid, then the dev will sell them what stupid lazy people want: shortcuts.

If the game is aimed at serious players and the core of it isn't about gathering stats like a stupid faux RPG, then players will pay for stuff which enriches their experience.
