Giga is only weak if you can't play it right - I am not surprised to hear Spidey say that. His recent requests for giga boosts reflect his inability to cope with certain easily avoidable pitfalls.
Overrated commanders win with stacks, and complain of weak factions when they don't do very well. There are more than a few of them.

A very delicate question, the best answer is pretty much everything that Cashto has said.
Every faction is different, and plays differently. This is part of why commanding is so difficult: different factions will do well against certain other factions on a given map with given settings, but even then this isn't clear cut.
Though if you must really have an answer, Bios right now has a lot of issues, but like Cashto said a lot of this is simply subjective.
It also doesn't help that anytime you have a Bios game you know there is a good chance it will drag on into hour and a half long fight...
or a 15 minute ass whooping as a noob team gets ripped to shreds.
People generally don't like to play those kinds of games.
